Higher education authorities in Goa and Maharashtra roll out major academic initiatives, connecting college students with premier institutional researchers under PRAYoG and expanding collegiate faculty development.
Overview: State and National Initiatives Elevating Higher Education
State higher education departments and national regulatory authorities across India are implementing structured initiatives designed to bridge the gap between classroom instruction, academic research, and practical pedagogy. Aligned with the priorities outlined in the National Education Policy (NEP) 2020, recent developments in Goa and Maharashtra demonstrate an intensifying focus on grassroots academic mentorship for undergraduate and postgraduate learners, in-service pedagogical upskilling for college faculty, and institutional preparation for updated professional curricula [3][4][5].
These measures aim to address long-standing gaps in higher education delivery by providing students direct access to premier research scientists, training college educators to support student well-being alongside academic instruction, and aligning professional programmes with contemporary national standards [3][4][5].
Goa DHE Launches PRAYoG to Connect College Students with Premier Research Mentors
In Goa, the Directorate of Higher Education (DHE) has launched a dedicated initiative titled PRAYoG—Promoting Research Among Youth of Goa—aimed at elevating the quality of undergraduate projects and postgraduate dissertations across higher educational institutions in the state [5]. The programme pairs students and college teachers with 40 experienced research mentors drawn from leading academic and scientific bodies, including the National Centre for Polar and Ocean Research (NCPOR), Indian Institute of Technology (IIT) Goa, BITS Pilani–Goa Campus, Goa Institute of Management (GIM), and Goa University [5].
According to Director of Higher Education Bhushan Savoikar, PRAYoG was established in alignment with NEP 2020 directives that emphasize integrating rigorous research into higher education. The objective is to foster a sustained research culture at the grassroots collegiate level, moving student dissertations beyond routine compliance into systematic inquiry capable of producing publishable output or future academic inquiry [5].
State-level coordinator Mahesh S. Majik highlighted that the initiative tailors mentorship to specific academic domains, recognizing that students across arts, science, commerce, engineering, and social sciences require distinct methodologies and individualized guidance rather than generic research instruction [5].
Multi-Phase Structure and Institutional R&D Cells
To ensure consistent engagement throughout the academic year, PRAYoG is structured across three distinct phases. Programme coordinator Vithal Tilvi, working alongside Arjun Morajkar and Ashish Salvi, stated that the opening phase, running through September 2, focuses on fundamental research foundations. These include identifying viable research problems, selecting workable topics, conducting literature reviews, formulating hypotheses and objectives, and maintaining academic integrity and research ethics [5].
Subsequent phases of the PRAYoG initiative will instruct students in advanced research methods, data collection strategies, data analysis, scientific interpretation, and academic proposal development [5]. To anchor the initiative administratively, the Goa DHE has established dedicated Research and Development (R&D) cells across all higher education institutions in the state, through which the continuous mentorship sessions and discipline-specific assignments are delivered [5].
Maharashtra's MSFDA Expands Collegiate Faculty Upskilling and Student Counselling
Parallel to student-centric research mentoring in Goa, faculty development frameworks are expanding significantly in Maharashtra. The Maharashtra State Faculty Development Authority (MSFDA), which began operations in 2021, has trained approximately 22,000 teachers from aided colleges to date and has announced plans to train an additional 10,000 educators over the coming year, according to Executive Director Shailendra Devlankar [4].
Devlankar noted that MSFDA represents a dedicated state mechanism specifically targeting in-service college educators, offering modular training ranging from one-day workshops to month-long induction programmes for newly recruited faculty [4]. Beyond traditional curriculum delivery, the authority has widened its mandate to student mental health and social support, having recently trained 1,231 college teachers as master counsellors to assist students dealing with issues such as addiction and mental health challenges [4].
MSFDA is also assisting the state of Jharkhand in formulating a similar faculty development structure, while preparing an institutional framework to support mandatory sixth-semester internships for traditional undergraduate degree students in Maharashtra from 2027 [4].
National Faculty Alignment for Revised NEP Curricula
Curricular modernization is also taking place within specialized professional disciplines. In Pune, around 300 pharmacy professors from across India participated in a national faculty development programme focusing on the proposed BPharm syllabus 2026, organized jointly by Bharati Vidyapeeth Deemed to be University’s Poona College of Pharmacy and the Pharmacy Council of India (PCI) [3].
Inaugurated by PCI Vice-President Jashubhai Chaudhary and presided over by Bharati Vidyapeeth Vice-Chancellor Vivek Saoji, the workshop familiarized educators with curriculum revisions under NEP 2020. Programme coordinator and Poona College of Pharmacy Principal Atmaram Pawar emphasized that systematic faculty preparation is crucial to ensuring that high-level regulatory and curriculum adjustments translate effectively into day-to-day classroom and laboratory teaching [3].
Regulatory Frameworks for Flexible and Digital Learning
Complementing classroom-based and institutional reforms, national regulatory processes continue to adapt to expanding educational delivery models. The University Grants Commission (UGC) opened its formal application portal from September 1 to September 15, 2026, inviting eligible Higher Educational Institutions to apply for recognition to offer Open and Distance Learning (ODL) and Online programmes for the 2026–27 academic year, covering sessions starting January–February 2027 and onwards [7].
Under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, institutions must complete digital submissions via the UGC Distance Education Bureau (DEB) portal and submit hard-copy affidavits and annexures to the Distance Education Bureau in New Delhi by September 25, 2026 [7]. Together, these coordinated institutional mentoring schemes, faculty training drives, and structured distance-learning accreditations illustrate a concerted push to modernize Indian higher education infrastructure across multiple states and disciplines [3][4][5][7].
